The Himachal Pradesh Home Stay Rules, 2025 have introduced a more structured and regulated approach to homestay registration and operation across the state. These rules now apply to both urban and rural areas, unlike the older 2008 policy which was limited to rural zones.

New Homestay Categories and Tariff System
Homestays have been divided into three categories based on room tariff:

- Renewal Fee: Same as registration fee
- Women Owners: 15% discount on registration & renewal

Although applicants can request a category, the DTDO or concerned authority will decide the final designation based on room quality, location, hygiene, and safety.
GST and Utility Charges
- Gold and Diamond homestays must register for GSTIN
- They will also be charged commercial rates for water and electricity
- Silver category can retain domestic utility rates
Key Rules and Safety Measures
- Homestays must install at least one fire extinguisher and CCTV cameras in common areas.
- Areas within 50m of National and Four-Lane Highways are treated as Urban Areas.
- The owner need not reside on the property, but the property cannot be leased to third parties.
- Registration can be done for 1 to 3 years.
